Solution

Controller Configuration Tool (CCT) unable to create CCT_DB database, though FDB_Control is created successfully. Solution:

Verify SQL Server Express 2019 is properly installed and configured
Check SQL Server authentication mode is set to mixed mode
Ensure CCT has proper permissions to create databases in SQL Server
Verify Windows user has administrator rights
Check SQL Server service is running
Review SQL Server error logs for specific database creation errors
Try running CCT as administrator
